Community Services Block Grant (CSBG)

Community Services Block Grant (CSBG)

The Community Services Block Grant (CSBG) program, is a Federal program with the mission of eliminating poverty.  The Department of Human Services contracts with local assistance agencies in the El Paso County community to provide assistance to El Paso County citizens, utilizing CSBG funds. CSBG funds may be available to provide qualifying persons with a one-time emergency or self-sufficiency assistance.

  • REACH Pikes Peak – located in Fountain, Calhan, and Colorado Springs Downtown.  REACH provides emergency services along with self-sufficiency programs.

  • Tri-Lakes Cares – located in Monument. TLC provides emergency services.

  • The Salvation Army – located in downtown Colorado Springs. TSA provides shelter, hygiene, meals, and (when requested) case management at the homeless shelter.

To qualify for CSBG
  • To qualify for CSBG assistance, the person requesting assistance must:
    • be 18 years of age or over
    • have a household income at or below 125% of the Federal Poverty Level, and
    • be a U.S. citizen or lawfully present in the US (non-national citizen or qualified alien)
  • All persons receiving assistance will be required to sign a Residency Declaration.
  • All persons requesting assistance will need to bring evidence of income with them, to enable the agency to verify the FPL. Persons claiming to have zero income will be required to complete a zero-income affidavit.


  • Identification to show legal residency in the United States is required and can be in the form of one of the following:
    • Colorado driver’s license or ID card
    • U.S. military card
    • U.S. military dependent’s ID card
    • U.S. Coast Guard Merchant Mariner card
    • Native American tribal document
    • Other form of Government issued photo identification
