The El Paso County Department of Human Services Low-income Energy Assistance Program administered by Goodwill Industries would like to inform LEAP applicants of new procedures in submitting your LEAP application effective November 1st through April 30th.

DO NOT bring your LEAP application to the LEAP office.

LEAP is a Mail-In Program Only!!!

• How do I return my LEAP application?

Return your completed application in the county-addressed and stamped envelope provided. In addition, you can print and return application to PO Box 61779, Colorado Springs, CO 80960 or fax your application to (719) 633-9098.

• What can I do to help with the prompt processing of my LEAP application?

Please make sure that you ANSWER ALL QUESTIONS on the application and provide documentation/verification with your completed application. On Page 6 of the application you will find an APPLICANT CHECKLIST and APPLICANT RESPONSIBILITES. Make sure that you read and complete this page. Failure to provide a complete application and submit required verification will delay the processing timeframe of your application.

• Continue paying your heat bill, as LEAP assistance will not pay for your entire bill!

Processing your LEAP application takes time, so you must keep your account current by making a payment towards your heat bill on time to avoid disruption of service. If you receive a shut off notice, have your heating service disconnected or have a heating system failure, please contact our call center at (719) 442-0007.
